A question regarding blood donation?

Blood banks do not allow people who lived in the UK from 1980 to 1996 to donate blood, for fear of Mad cow disease. One of my friends lied and donated anyway, inspite of the fact that she did indeed live in the UK during this timeframe. Do they inspect the blood for signs of Mad cow disease before putting it into someone’s body?
