Anxiety Before Falling Asleep

Why do I find it hard to fall asleep anytime before 1 or 2am?
I’m a healthy 19 year old male. I can’t have any caffiene in any quantity because I’m hyper sensitive to it and have anxiety attacks if I have anything with caffeine in it. I exercise often and I keep myself busy during the day. But for some reason I find it hard to fall asleep before 1 or 2 am. And when I do fall asleep before then I always feel like crap when I wake up but when I go to bed at 2 am and wake up at 8 or 9 am I feel very rested and good. Why is this?
Wow this sounds alot like how i am.
I usually cant get to sleep til after 2 am and I sleep til about 10, if i go to sleep anytime before then i feel like crap.
I also have panic attacks quite often which I think is caused by all the caffeine and sugar i consume so I am not aloud to have energy drinks or soda.
I wish I knew why this was cuase it kinda sucks
