How do I help my dog overcome SCREAMING out of fear of someone?

When my dog is scared of a person she SCREAMS and pees. I understand the peeing (submission) part, but the scream is horrible. It sounds like a woman in a horror movie. It is really hard to calm her down and I don’t know what to do because this is so random – I guess it does seem to happen more with kids and people wearing hats or hoodies. I’ve had her since she was a puppy and she has never been abused. The only thing I can think of is that the neighbor boy scared her, but he would have never physically hurt her. She is a small dog (12lb schnauzer poodle) but is not usually afraid of people. I don’t get it and don’t know how to help her get over her fear. Its awful! Help!
