If a blind guy develops an ilness of memory loss, can that person forget that he is blind? Have panic attacks?

If the person is born blind. No, because they will have never experienced sight.
If the memory lapse goes BEFORE they became blind, quite possibly yes.
it depends on the timeline of the person becoming blind and the memory loss.
