If I am not on “disability” would the county consider these as disabilities?

I have been diagnosed as having:
Generalized anxiety disorder
Depression
Bi-Polar II or Bi-Polar NOS
Asperger Syndrome (suggested by more than one professional that I probably do have this, but nothing documented as having A.S.).
Since I am NOT on state disability or on SSDI, would the county I live in consider me “disabled”? I am applying for General Relief and food stamps.
